Michigan can’t agree if or how to proceed with a health insurance exchange.
Gov. Rick Synder is on record as supporting a state-run exchange. The Michigan attorney general joined 25 other states in challenging the Affordable Care Act, which authorizes the insurance exchanges – also known as health insurance marketplaces. The state Senate authorized an exchange in November 2011, but the House refused.
A conservative group, Americans For Prosperity-Michigan, is fighting against the exchange while the Michigan Business and Professional Association is in favor of a state-run exchange.
Throughout the summer, Synder asked legislators to work with him on the exchange. After the Supreme Court ruling in late June, Synder said a state-run exchange allows the state to “make decisions regarding what will be covered as opposed to Washington, D.C., making those decisions for us.” Synder hoped the House would approve an exchange in July. Instead, House Speaker Jase Bolger announced hearings would be held and a vote likely delayed until after the November elections.
Facing a Nov. 16 deadline to submit an exchange blueprint to the U.S. Department of Health and Human Services (HHS), Synder announced in August that the state will operate its exchange in partnership with the federal government.
On Oct. 5, Gov. Synder announced that the Priority Health HMO plan will be the state’s benchmark plan. The benchmark plan is an existing health plan used as a model in defining essential health benefits, which must be offered by all plans sold through the exchange.
