New York is ranked as the 24th healthiest state in the 2010 edition of America's Health Rankings® by the United Health Foundation, one spot up from its 25th place position in 2009.

The good news:

  • New York was praised for its availability of primary care physicians – 168.1 physicians per 100,000 of the population – and a relatively high level of public health care funding – $121 per individual.
  • The state's report card also noted low rates of deaths due to cancer, occupational fatalities, and violent crime. Crime has significantly decreased over the past ten years, from 1,007 offenses to 385 offenses per every 100,000 members of the population.
  • New York's infant mortality rate has fallen over the past five years from 6.3 to 5.6 deaths per 1,000 live births.

The bad news:

  • New York has one of the highest rates of infectious disease in the nation – 32.4 cases per 100,000 individuals of the population – although that rate has decreased over the past ten years (from 70.9 cases per 100,000 population in 1990).
  • The already rate of children in poverty has increased over the past year from 20.3 percent to 25 percent of the population under the age of 18.
  • Other challenges include New York's low high school graduation rate and high rate of deaths due to cardiovascular disease.

New York does not have a state risk pool. The state has guaranteed-issue meaning all citizens will be accepted at the same premium regardless of their health. Thus New Yorkers are lucky to have access to health insurance that is much better than a risk pool (which almost always charges a higher-than-the-going-rate because it is made up of uninsurable people).

Risk pools are state-sponsored programs to help people with a history of medical problems in their family to purchase coverage. These pools are for people who can afford to buy health insurance, but are not able to get underwritten in the private market because of a pre-existing health condition. These programs can vary significantly from state to state in price, benefits and number of people served. Often insurance companies doing business in the state are required to contribute to the pool to keep it in the black.
