Q. Can health insurance brokers or agents become Navigators?

A. HHS will let agents and brokers serve as navigators, as long as they are not getting any payment, including trailing commissions, from health insurers.  But states also have a say, and in many states  agents and brokers will not be allowed to serve as navigators or IPAs, though they can collaborate with them.
