A. For the 2016 open enrollment period that begins November 1, Navigators who serve in the federally-facilitated marketplace (FFM) must complete 14 online courses. Each course has an accompanying assessment, and Navigators must pass the assessment with at least an 80 percent grade. Prior to the 2015 open enrollment period, HHS estimated that the online training would take Navigators roughly 20 hours to complete.

State-based health insurance exchanges may adopt the federal standards or develop their own requirements.
