How will Navigators help people sort out their options in the health insurance exchanges?

Q. I’ve heard that “navigators” will help people sort out their options in the ACA’s health insurance exchanges. How will this work?

A. The Affordable Care Act (ACA) requires that every state health insurance exchange or health insurance marketplace must have two Navigator programs.  States may also set us optional In-Person Assistance (IPA) programs that are intended to provide additional help during the open enrollment period. These Navigators and In-Person Assisters (IPAs) will provide outreach and education to consumers as well as direct assistance with submitting applications and enrolling in plans.
